a thought -
If
I were looking for more 1040 business, which in case you are interested I am
not, it would seem to me that including the statement “Each year I take on
average at least 24 hours of continuing professional education in federal and
state income tax topics to stay up-to-date on the constantly changing federal
and state tax laws” (which is true - and doesn't require "volunteering" for an IRS program) in my advertising and promotional materials
would be a lot more effective in getting new clients than the statement “I have
received a Record of Completion from the IRS and appear in a database of
IRS-approved preparers”.

Yes! Lots of hours are needed to be current on federal and state developments. And more than listening, also reading and thinking. And only continuing education from providers registered with the IRS counts. There is a lot of good CPE available but not all providers are registered with the IRS (and paying the annual fee to IRS).
